SAGA/GWG baut für Flüchtlinge und Wohnungslose – ach nee, doch nicht…

Wer hätte das gedacht? Wenige Wochen vor der Bürgerschaftswahl setzt die SAGA/GWG einen Koordinator für den Wohnungsbau für Flüchtlinge und Wohnungslose ein. SprecherInnen des städtischen Wohnungsunternehmens entschuldigten sich für die Versäumnisse in der Wohnungspolitik gegenüber Flüchtlingen, MigrantInnen und Wohnungslosen. „Wirtschaftlicher Erfolg und sozialer Ausgleich“ lautet das Credo der SAGA/GWG. „Leider war vom sozialen Ausgleich in den vergangenen Jahrzehnten bei der SAGA wenig zu spüren“, erklärte der neue Wohnungsbau-Koordinator Hereto Stay nun in einem Sektempfang vor dem Gebäude. „Doch jetzt werden wir den wirtschaftlichen Erfolg nutzen und endlich Wohnungen für Flüchtlinge und Wohnungslose in dieser Stadt bauen.“

Aufgeschreckt wurde die SAGA/GWG offenbar, als Ende 2014 durch Medienberichte öffentlich wurde, dass das städtische Unternehmen wohnungslose Familien völlig unzureichend mit Wohnraum versorgt. Die Sozialbehörde hatte dem städtischen Unternehmen Monate zuvor eine Liste mit 300 Familien vorgelegt, die dringend eine Wohnung suchen. Obwohl die SAGA in dem Zeitraum weit mehr als 4000 Wohnungen neu vermietete, erhielten nur 28 wohnungslose Familien eine Wohnung. „Da war ich baff! Wer konnte denn ahnen, dass darüber hinaus mehr als 9000 Menschen mit einem Dringlichkeitsschein verzweifelt auf eine Wohnung warten?!“, könnten die Gedanken des scheidenden SAGA-Chefs Lutz Basse gelautet haben. Dieser hatte im vergangenen Jahr die Abwerbeversuche seiner Person seitens der Deutschen Annington souverän abgewehrt.

Satte Gewinne hatte das städtische Unternehmen in den vergangenen Jahren dadurch erwirtschaftet, indem lange Zeit bezahlbare Mieten immer mehr dem Mietenspiegel angeglichen wurden. „Immerhin konnte so der Bau der Elbphilharmonie und der Ausbau der U4 in die Hafencity mitfinanziert werden“, gestand ein vermeintlicher Sprecher des Wohnungsunternehmens heute ein. Zuletzt investierte die SAGA in den Ausbau der Universität. „Wohnungen bauen haben wir leider fast verlernt“, war vor der Geschäftsstelle des Unternehmens zu vernehmen. In dieser Situation soll nun Hereto Stay helfen. „Wir werden städtische Flächen für den Bau der Wohnungen nutzen. Der Zeise-Parkplatz würde sich beispielsweise eignen“, erklärte Stay gegenüber der Presse. „Außerdem werden wir auf die Stadt Druck machen, dass diese mit Hilfe des Paragrafen 15 des Grundgesetzes Eigentümer enteignet, die ihren Wohnraum seit Jahren verfallen oder unrechtmäßig gewerblich nutzen.“

Den im Jahr 2013 erwirtschafteten Gewinn von 181,6 Millionen Euro wollen Stay und seine MitstreiterInnen künftig in den Wohnungsbau für Wohnungslose, Geflüchtete und Migranten sowie generell Einkommensschwache investieren. „Wir wissen sonst gar nicht, wohin mit dem ganzen Schotter“, begründete eine sichtlich gut gelaunte SAGA-Sprecherin den für Experten überraschenden Schritt. Auf die Frage, ob die SAGA möglicherweise nur auf die 50 Cent schielt, die der Senat künftig pro Quadratmeter für Wohnungen für Wohnungslose beisteuern will, antwortete sie mit einem verschmitzten Lächeln: „Wo denken Sie denn hin?“

Nun ja. All das hätte man meinen können, wenn man am Donnerstag an der Geschäftsstelle in Altona vorbeikam. Doch unabhängige Presseberichte enthüllten jetzt: Hinter der Aktion stand gar nicht die SAGA/GWG. Statt dessen hatten Aktivistinnen und Aktivisten des Bündnisses „Recht auf Stadt – never mind the papers“ das Wohnungsunternehmen mit einer Theatereinlage auf die Schippe genommen. Die rund 5000 BewohnerInnen von Hamburger Flüchtlingsunterkünften, die laut dem Stadtteilmagazin Hinz und Kunzt eigentlich in eine reguläre Wohnung umziehen könnten, falls irgendwer (z.B. die SAGA) ihnen eine vermieten würde, werden sich wohl noch weiter gedulden müssen – oder am 31. Januar mit uns auf die Straße gehen: Für ein Recht auf Wohnraum – never mind the papers!

SAGA/GWG is building houses for refugees and homeless people – no kidding, not really…

Who would have thought so? Only few weeks before the local elections the SAGA/GWG appointed a coordinator for public housing for refugees and homeless people. Speakers of the housing company which is owned by the city apologized for failures in their housing policy regarding refugees, migrants and homeless people. “Economic success and social balance” is the slogan of the SAGA/GWG. “Unfortunately there was little attention to social balance in the last years by the SAGA”, the new public housing coordinator Hereto Stay asserted right in front of the building at a champagne reception. “But now we will use the economic success and finally build flats for refugees and homeless people in this city.”

Obviously the SAGA/GWG was alarmed when at the end of 2014 media reported that the supply with housing space for homeless people by the communal company had been completely insufficient. The social welfare administration had presented a list with 300 families to the company urgently searching for apartments already months ago. Although the SAGA rented more than 4.000 flats to people in this time, only 28 of these homeless families got a flat. “I really was flabbergasted! Who could guess that beyond that number 9.000 people are waiting for a flat with a priority certification?!”, could have been the thoughts of SAGA-boss Lutz Basse who is going to leave the company. Last year Basse had confidently resisted against the head-hunting of his person by the real-estate company Deutsche Annington.

The communal company gained a lot of profit in the last years by increasing (formerly affordable) rents to the rent index, the so called Mietenspiegel. “After all we managed to finance the construction of the Elbphilharmonie and the U4 to Hafencity with this money”, an alleged speaker of the company admitted today. At last the SAGA invested in the development of the university. “Unfortunately we forgot how to build flats”, a speaker said in front of the office building of the company. In this situation Hereto Stay shall help. “We will use communal areas for the construction of apartments. The Zeise parking space in Ottensen is suitable for this aim”, Stay told the press. “In addition we will put pressure on the city that it will – according to paragraph 15 of the constitution – expropriate landlords who let their housing space decline or use it illegaly for commercial interests.”

The profit of 2013 – 181,6 millions of Euro – Stay and his associates want to invest in the construction of public housing for homeless people, refugees and migrants, and people with low income in general. “Otherwise we just don´t know where to put all the dough”, a visibly good-humoured SAGA-speaker justified the measure which took experts by surprise. The question whether the SAGA is just looking for the 50 cents which the senate wants to give for every single square meter for apartments for homeless people was answered by her with a smile: “What do you think of us?”

Well. All of this could be true you might have been thinking when you walked by at the office of the company in Altona on Thursday. But independent press releases just revealed: Not the SAGA/GWG was behind the action. Instead, activists of the alliance “Right to the City – never mind the papers” had made fun of the housing company with a street theatre. The about 5.000 inhabitants of refugee camps/accommodations in Hamburg who – according to the street magazine Hinz und Kunzt – would be able to move to a regular apartment, if someone (for example the SAGA) would let them rent one, will need patience – or go with us on the streets at 31st of January: For a right for housing – never mind the papers!
