Der Hamburger Senat plant 2016 ein groß angelegtes Bauprogramm von „Flüchtlingsunterkünften mit Perspektive Wohnen“. Hier geht es darum, Gebäude zu bauen, die in einem ersten Schritt als Folgeunterkünfte genutzt werden und in weiterer Folge in Sozialwohnungen umgewandelt werden. Die Siedlungen sollen bis zu 800 Wohnungen groß sein, insgesamt sollen bis Ende diesen Jahres 5600 Wohnungen für Geflüchtete gebaut werden.
Am kommenden Donnerstag, den 11.2., wird dazu eine Anhörung des Stadtentwicklungsausschusses im CCH stattfinden. Wir sagen: Keine Planungen ohne die Betroffenen, die Geflüchteten selbst! Bezahlbarer Wohnraum für alle, in der ganzen Stadt!
Bürgerinitiativen aus Hamburgs Randbezirken, die sich als „IFI“ („Initiativen für erfolgreiche Integration“) zusammengeschlossen haben, planen, mit einem Demozug dort hinzuziehen. Liest man sich die Forderungen der „IFIs“ durch, können wir das meiste nur unterstützen: Dezentrale Unterbringung statt Massenunterkünfte, und die Nutzung von Leerstand sind Punkte, die auch wir seit Jahren einfordern. Der von IFI vorgeschlagene „Viertelmix“ mit einem Viertel Sozialwohnungen und einem Viertel Wohnungen für Geflüchtete wäre im Vergleich zum bisherigen „Drittelmix“ des Senats ein Fortschritt. Doch scheint sich der schnell aufgepoppte Protest der IFI nicht nur aus diesen Forderungen zu speisen, sondern vielfach aus der Abwehr des Zuzugs von Geflüchteten in den eigenen Stadtteil, weil “zu viele Flüchtlinge” als “problematisch” angesehen werden.
Geflüchtete sind aber keine stadtpolitischen „Probleme“, sondern Menschen, die unterschiedlichste Erfahrungen, Vorstellungen und Wissen über Wohnen mitbringen. Wenn jetzt in Hamburg Wohnungen für sie gebaut werden, dann muss ihre Perspektive und Expertise bei der Planung mit einbezogen werden. Im Moment scheint es aber so, als wären die einzigen Gruppen, die von der Flüchtlings- und Wohnbaupolitik des Senates betroffen sind und ein Recht auf Mitsprache und Beteiligung haben, lautstarke Bürger*inneninitiativen. Wir fordern daher die Einbeziehung der Betroffenen in die Diskussion! Warum sollen nur diejenigen mitreden dürfen, die es sich leisten können, teure Anwälte zu bezahlen? Wir wollen eine Stadt für Alle, in der alle Stimmen gehört werden!
Ja, wir brauchen viel neuen bezahlbaren Wohnraum in dieser Stadt – für Geflüchtete wie für Menschen mit geringem Einkommen und Obdachlose, in allen Stadtteilen! Auch die miserablen Zustände in den Baumärkten, Containerlagern und auf Hamburgs Straßen müssen schnell beendet werden. Wir sagen: Welcome to Stay! Für Teilhabe und Mitspracherechte, stoppt die weiteren Entrechtungen und Abschiebungen! Für einen neuen sozialen Wohnungsbau, ohne auslaufende Bindungen und mit Mitsprache der Mieter*innen!

HOUSING FOR ALL – WELCOME TO STAY – NO PLANNING WITHOUT THE PEOPLE AFFECTED BY IT!
The Senate of Hamburg plans a big housing programme called “Flüchtlingsunterkünfte mit Perspektive Wohnen” (refugee accommodations with housing perspective) for 2016. The plan is to build houses which will be used as follow-up refugee housing in a first phase, and in a second phase these appartements will be used for social housing. The settlements are being planned for up to 800 appartements, through this programme around 5.600 apartments shall be built until the end of this year.
On the upcoming Thursday, 11th of February, a public hearing on the housing programme arranged by the committee for urban development (of the parliament of Hamburg) will take place in the Congress Center Hamburg. We say: No planning without the refugees themselves! Affordable housing for all, in the whole city!
Citizen initiatives from the outskirts of Hamburg which united under the label “IFI” (“initiatives for successful integration”) want to march there with a demonstration. We can support many of the demands IFI makes: Decentral housing space instead of mass accommodations and the use of vacant buildings, these are points that we have been demanding for years now. The “quarter-mix”, IFI is suggesting, with one quarter social housing and one quarter housing for refugees (in case of new building projects) would be a progress compared to the “third-mix” of the Senate (one third property, one third rent according to market prices, one third social housing). But the protest doesn´t seem to be motivated by these reasonable demands but by an attitude of defense against the influx of refugees in the own neighborhood, because “too many refugees” are regarded as “problematic”.
But refugees are not urban-political “problems”, but human beings with rights and own opinions. They have diverse experiences, ideas and expertise when it comes to housing. If now houses are built for them, their views should be included in the process of planning. At the moment it seems that the only groups in Hamburg that are affected by the refugee-and housing-policies of the local government and that have the right to be heard and participate are those citizen initiatives with a loud voice. Therefore we demand that refugees get involved in the discussion about their future homes. Why should only those people be able to join the public debate who can afford to pay expensive lawyers? We want a city for all, where everyone can participate!
Yes, we need more affordable housing space in this city – for refugees, as for people with lower income and homeless people, in all neighborhoods! Also in order to put an end to the miserable living conditions in container camps, hardware stores and on the streets of Hamburg. We say: Welcome to Stay! For participation in discussions and decisions, let´s stop the deprivation of rights and deportations! For a new social housing scheme, without expiring status and with the participation of tenants!
